A pedophile filmed children at Disney World to create AI images of kid abuse, cops say

FFor many children, visiting Disney World in Orlando, Florida, was the trip of a lifetime. For the person filming them with a GoPro, it was even worse: a chance to create images of kid exploitation.

The man, Justin Culmo, who was arrested in mid-2023, admitted to creating hundreds of illegal images of youngsters taken on the amusement park and at the least one middle school using a version of the Stable Diffusion AI model, in line with federal agents who presented the case to a gaggle of law enforcement officials in Australia earlier this month. Forbes He received details concerning the presentation from people near the investigation.

Culmo has been charged in Florida with quite a few child exploitation crimes, including abusing his two daughters, secretly filming minors and distributing child sexual abuse images (CSAM) on the dark web. He has not been charged with producing AI CSAM, which is a criminal offense under U.S. law. As of publication, his lawyers had not responded to requests for comment. He pleaded not guilty last 12 months. A jury trial is scheduled for October.

“This case highlights the ruthless exploitation that AI can enable when used by someone with harmful intent.”

Jim Cole, former DHS child abuse investigator

“This is not just a gross violation of privacy, it is a targeted attack on the safety of children in our communities,” said Jim Cole, a former Department of Homeland Security agent who tracked the defendant’s online activity during his 25 years as a toddler abuse investigator. “This case shines a spotlight on the reckless exploitation that AI can enable when used by someone with the intent to do harm.”

The alleged criminal act is probably the worst example of image manipulation by artificial intelligence thus far, and lots of Disney World visitors can have fallen victim to this manipulation. However, Disney said it had not been notified by law enforcement concerning the alleged activity at its park. The U.S. Attorney’s Office for the Middle District of Florida declined to comment further on the case. DHS, which led the investigation into Culmo, didn’t reply to requests for comment.

Cole said Forbes that law enforcement agencies all over the world have been after Culmo since 2012, and that he has been “one of about 20 high-priority targets” for investigators in child exploitation worldwide for over a decade.

Using facial recognition, investigators tracking Culmo were capable of discover one among his victims and trace manipulated images of them back to him. When he was arrested, they found additional child abuse images on his devices; Culmo admitted to creating them, including those of his daughters, the indictment says.

The case is one among a growing variety of cases by which AI is getting used to remodel photos of real children into realistic images of abuse. In August, the US Department of Justice filed charges against Army soldier Seth Herrera, accusing him of using generative AI tools to create sexualized images of youngsters. Earlier this 12 months Forbes reported that Wisconsin resident Steven Anderegg was accused of using Stable Diffusion to supply CSAM from images of youngsters recruited through Instagram. In July, the UK-based nonprofit Internet Watch Foundation (IWF) said it had Over 3,500 AI CSAM images discovered online this 12 months.

Cole said Stable Diffusion 1.5 is the generative AI tool mostly utilized by pedophiles, largely because it will probably run on their very own computers without having to store illegal images on Stable AI’s or other AI vendors’ servers where they might be discovered. “There are no built-in safeguards. That’s why offenders use it almost exclusively,” said Cole, now a founding partner of Onemi-Global Solutions, a consulting firm that helps technology corporations and nonprofits with child protection.

In 2023, Stanford researchers discovered that an early version of Stable Diffusion had been trained using, amongst other things, illegal images of minors. Stable AI said Forbes Earlier this 12 months, it said it was not accountable for Stable Diffusion 1.5, originally released by AI tool developer Runway, and it has invested in features to forestall abuse in newer models because it took control of it. Runway had not responded to requests for comment on the time of publication.

With Stable Diffusion 1.5 in circulation, there may be little that could be done to forestall its misuse. Stanford Internet Observatory chief technologist David Thiel said Forbes that the unique developers must have checked their training data more fastidiously for explicit images. “Stability can’t do anything about that except not repeat the same mistakes,” he said.

As for the way the federal government plans to prosecute developers of AI-based CSAM, a current federal child exploitation investigator who was not authorized to comment on the record said that in cases where AI was used to sexualize images of real children, the fees would likely be consistent with those in standard CSAM cases.

Illegal images created entirely by AI might be prosecuted under American obscenity law. “Basically, in these cases, they are treated as if they were very realistic drawings,” the investigator said. Animated child pornography has has long been a criminal offence within the U.S., and the Justice Department’s recent comments on the indictment against Herrera indicate that it plans to crack down on any illegal AI-generated materials. “Criminals considering using AI to commit their crimes should pause and think twice – because the Justice Department prosecutes AI-enabled criminal conduct to the fullest extent possible under the law and will seek increased penalties wherever warranted,” said Assistant Attorney General Lisa Monaco.
